1. Is is sometime confusing and to understand the meaning between efficiency and effectiveness.
2.Efficient in the civil service is important, but an effective delivery system in the public administration is critical.
3. Efficiency without effectiveness is similar to:
a. Formula 1 car moving without direction
b. Quality machine running without precision
c. Information & knowledge without wisdom
d. KPI without transparent
4. Efficient can be measured through internal changes of forms, methods and indexes; but effectiveness can only be evaluated externally by the people through changes with substance and true action.
5. It is more important to "do the right thing" (effectiveness) than "to do things right" (efficiency). (Peter Drucker). Efficiency in civil service alone (do things right) will not guarantee effective public administration and transparent (do the right thing).
6. Effectiveness is producing results now and the ability to achieve the results in the future (7th Habib). Therefore a change of form without substance is only temporary & current, and not permanent & not sustainable in the future.
7. A change of form without substance is like a slogan without action; temporary not permanent, and a current change for now not for future.
8. Malaysian civil service "need to change" (structural change) not just "need for change" (change of form).
